General information
With effect from 1 December 1999, all Australian states agreed to a standard set of traffic rules. This common legislative umbrella is known as the Australian Road Rules.
Roadways and parking areas within the University of Sydney are "Roads & Road-Related Areas" for the purposes of the Australian Road Rules and the NSW Road Transport (Safety & Traffic Management) Act 1999.
Traffic and parking controls are enforced to provide orderly and equitable management of limited resources and to ensure the safety of the University community.
Drivers on campus must observe the road rules as they would on any public street - seat belts must be worn, safety helmets must be worn and speed limits observed.
Drivers of vehicles in the University grounds shall obey traffic signs, road markings and all instructions of patrol officers, traffic officers and at the Mallet Street carpark, instructions from authorised people at the Faculty of Nursing.
Vehicles must park:
- wholly within marked bays and must not utilise more than one parking space.
- rear to kerb where angle parking is permitted.
- close and parallel to the left-hand boundary of the carriageway (when parallel parking).
The grounds and roadways of the University of Sydney are also controlled by Resolutions of Senate enacted under the University of Sydney Act. In addition, the Inclosed Lands Protection Act is relevant for managing entry by people and vehicles.
Variations to parking and traffic conditions, speed limits, and other local traffic restrictions and controls are conveyed to drivers by signs and advice/ instructions from traffic and security patrol officers. These restrictions are legally applied and must be observed by people coming into the University.
Signs directing motorists to Park In Bays Only regulate parking within the scheme. Other relevant signs give direction to control parking in areas where parking bays cannot be marked, such as unsealed carparks.
Vehicles must be parked within numbered marked bays and in accordance with any instructions that appear on the bay or on signage relevant to that bay or series of bays.
Traffic and parking controls on Darlington, Camperdown, Cumberland, Rozelle and Mallet Street campuses are managed under the Self Enforcing Infringement Notice Scheme (SEINS). Breach notices are issued by security and traffic officers and are administered by the State Debt Recovery Office.
All vehicles - signs & fines
| All drivers must comply with any signage or pavement markings that appear at access points to individual carparks, e.g. Vehicles Authorised By College Only and Vehicles Authorised By University Sports Union Only. They must also comply with signs or markings that appear beside or on a marked bay indicating that a particular bay or series of bays is subject to some special restriction, e.g. 15 Minute Parking, 2 Hour Parking, Disabled, Loading Zone and University Owned Vehicles Only. Infringement Notices will be issued by authorised University Traffic and Security Officers and will be processed by the State Debt Recovery Office. Fines are subject to enforcement in the same way as if the offence occurred on a public street. The present fine applicable to illegal parking on the University campus is at least $81.00. The penalty is determined under the Australian Road Rules and is not established by the University. People receiving infringement notices may make representations about the circumstances of a reported offence by sending a letter to the State Debt Recovery Office (SDRO). To contest the fine, complete the Court Election part of the issued infringement notice (rear of notice). Tickets forwarded to the SDRO will be placed in suspense pending consideration by a Review Committee, constituted by the University, that provides advice to the Director, SDRO. The Review Committee is not part of the enforcement process.
NOTE: To protect staff from any potential conflict of interest or perception of corruption, there is no provision for approaches to be made direct to the University about Infringement Notices. |

Cycle parking
Bicycles must be secured only to University approved bicycle racks located throughout the University grounds.
WARNING
Bicycles secured in other areas, or causing hazard will be removed at owner’s expense.
Pay by phone trial

The University is currently trialling Pay by Phone parking in the Shepherd Street Carpark. The trial will run for approximately six months.
Pay by phone is a quick and secure way to pay for parking. Instead of having to put money in a meter or a Pay and Display machine, you can use your mobile phone. This means no more carrying around the right coins as the parking charge is simply charged to your credit card.
Pay by Phone parking costs the same as normal cash parking, and there is no service charge for setting up or extending a parking session.

Motorcycle Parking
Motorcycles must park in designated motorcycle parking areas located on the Camperdown and Darlington campuses. A fee is not required when parked within these particular zones.
Motorcycles located in bays other than the designated areas may be subject to a fine.
Motorcycle couriers are excepted.

Short term (hourly) parking rates only apply in the Shepherd Street carpark and the Western Avenue underground carpark, and is not permitted anywhere else on campus.

Please display the printed ticket from the pay & display machine on the vehicle dashboard, in accordance with the instructions printed upon it. Any vehicle not displaying a current University parking permit, an approved temporary visitor's pass, or a valid Pay and Display ticket is liable to recieve an infringement notice. The registered owner of the vehicle is responsible for any penalty imposed.
Tickets may be purchased from any machine to park at any pay and display location on campus. Casual parking payment can only be made using $1 and $2 coins.
Change machines for converting notes to coins are located:
- On Manning Road in front of the Old Teachers' College.
- Behind the Wentworth Building in Maze Crescent.
- In the Shepherd Street Carpark.
- On Western Ave near the entrance to the Western Avenue (underground) carpark.
These machines are provided as a courtesy. Drivers should not rely on the machines for change and should come prepared with change.
Visitors' parking arrangements
Visitors to and from UNSW or Macquarie University
The University has a reciprocal visitor permit agreement with these universities. University of Sydney staff can borrow the visitor permits from the Traffic Office. Visitors from the above universities should contact their traffic or administrative office to obtain University of Sydney visitor permits.
Regular visitors to the University can obtain a visitor parking permit from the Traffic Office, allowing visits up to three hours (current cost $55 per annum). This permit is for use by bona fide visitors only and is not available to staff and students.
Visitor Day Parking Permits (not for use by students or staff):
$10 per ticket (valid to 6am on the next morning)
Concessional - purchased in books from the Traffic Office by faculties and departments to facilitate access by bona fide visitors, in a professional capacity, to that faculty or department.
VIP Day Code (day entry number)
$10 per entry (valid to 6am on the next morning)
Concessional - To assist with access for visits by "particular person(s) of importance" to faculties and departments and also used to facilitate parking access for a variety of other visitors
Emergency Day Code (day entry number)
Free per entry (based on application to the Traffic Office)
Applied in situations where permit holders or other users have an emergency or unusual circumstance and make an application to the Traffic Office.
Day code procedure: All applications under the day code system should be forwarded to the Traffic Office by , with telephone arrangements accepted only in unusual circumstances.
Both forms of application will attract an administration charge to a notified Responsibility Centre, except where it can be established that the visitor is a bona fide particular person of importance (eminent person).
The department must fill in date of use, vehicle registration & authorise, as well as keep records of issue and use.
(NB: All authorities are to be issued unamended. If the issuing officer makes a mistake, this authority slip is not to be issued, but held for return to the Traffic Office to be re-issued or credited.)
Note: Faculties and departments with special Day Code arrangements with the Traffic Office should contact that office and discuss their particular circumstances, as required.
Casual & complementary parking
Casual parking on Camperdown and Darlington campuses, including Shepherd Street carpark
People wanting to park in the University, who do not have a permit, may do so by obtaining a ticket from the Pay and Display machines located around the campus. The ticket cost is indicated on the machines. Tickets must be displayed in accordance with instructions printed on them, i.e. face up on the dashboard in a clearly visible position.
Casual parking other campuses/colleges
All other campus and residential college carparks have signage indicating local parking restrictions. Parking in these areas generally is restricted to authorised vehicles only and requires the permission of the college or faculty responsible for the particular area. Where paid casual parking is permitted, such as some areas of Cumberland campus, the cost is indicated upon entry.
Complementary/ concessional parking
Note: All vehicles parking on campus in excess of 15 minutes must have an authority displayed. An authority is either a pay & display ticket issued from a machine or a No Charge authority issued by a gate keeper.
Faculty and department heads may make arrangements for other concessional/ complementary parking, according to the options listed below. If any of these authorities are lost, they will not be replaced. These may not be used by staff or students.
Option A - One day parking authorities - printed visitor slips issued for single day use ($10 each) issued in books of 10 or multiples of 10.
Option B - Authorised visitors (blue shield) permits ($55pa each) allowing 3 hrs parking per visit.
(These can be issued either as vehicle & driver specific stick-on permits or laminated permits issued by the department for use on a visitor by visit basis, which will require departments to keep a register.)
Option C - Annual permits (yellow shield permits $227pa) allowing parking all day. These can be issued as laminated permits by the department for use on a visitor by visit basis (this will require the department to keep a register).
Option D - to the Traffic Office with details as follows:

A return email with the relevant code for a No Charge Authority will be sent. The code is for an authority WHICH MUST BE COLLECTED FROM A STAFFED GATEHOUSE. The City Road Gatehouse is the preferred entrance as it is generally staffed.
The other gatehouses (Main on Parramatta Rd and Ross St) will be staffed as resources allow.
The code, written on a piece of paper by the driver etc, does not authorise a vehicle to park.
Departments will be billed quarterly by journal, based on actual authorities redeemed at the gatehouses, not codes issued.
Consider alternative transport options
Everyone using University carparks are encouraged to consider the high levels of routine demand on campus when deciding whether to use their private vehicle. Alternative transport options, including trains, buses, taxis and car pooling may be just as effective, depending on the daily transport needs of the individual.
The University is well serviced by public transport options that may provide practical alternatives to driving and finding a carpark at work. Consideration of times of travel and other variables may also offer alternatives to individuals in finding parking. Alternate, user pays, parking exists in local streets and commercial carparks if University parking resources are completely exhausted.
Where duties require staff to move between remote locations in work time, taxis, public transport or University owned (pool) vehicles may be considered where appropriate, particularly as parking is very limited after 9am.
Staff permit holders who choose to no longer bring cars to work may obtain a pro-rata refund on their relinquished permits.
Parking in other organisations' areas
Residential Colleges, University Union & other facilities
Areas with local constraints, differing from the standard University requirements, have signs displayed indicating the special parking conditions particular to those locations. These signs are displayed at the respective entry points. The Self Enforcing Infringement Notice Scheme also operates in these areas.
Permit holders
Permit holders may park in any numbered marked bay within the University, including the Shepherd Street carpark, providing they comply with the restrictions placed upon the type of permit issued to them. They must also comply with any restrictions applying to particular bays and notified by local signage. (refer to: "All Vehicles" above).
University owned vehicles
University owned vehicles may be parked in any unrestricted parking bay. They may only be parked in restricted bays where they satisfy the conditions that apply to that bay (refer to: "All Vehicles" above).
Mobility access parking scheme
Staff and student access parking scheme - guidelines
Parking in disabled parking bays
Students and staff wishing to park in marked disabled parking bays require a current valid RTA Mobility Parking Permit. Application forms can be obtained from the Disability Services Office, the University Health Service, and RTA offices. Application forms are also available online from the RTA. A valid RTA Mobility Parking Permit authorises permit holders to park free of charge in marked disabled parking bays and in any other unrestricted parking bay.
An RTA Mobility Parking Permit DOES NOT guarantee a vacant disabled parking bay and DOES NOT give a student or staff member a right to park in a particular parking bay, or in bays marked with restrictions such as University Owned Vehicles Only and Loading Zone.
Temporary access to on campus parking due to a medical condition
The University may also at its discretion provide temporary access to free of charge on-campus parking for staff and students who provide the Director of the University Health Service with satisfactory evidence of a medical condition that causes a significant impediment to that person's access to the University campus.
Permits issued under the University Access Parking Scheme will be valid for a maximum of one year. Access Parking Scheme permits are issued by the Traffic Office following receipt of a recommendation from the Director of the University Health Service.
Permits issued under the Access Parking Scheme give a student or staff member a right to park in vacant, unrestricted parking bays.
They DO NOT guarantee a vacant parking bay and DO NOT give a student or staff member a right to park in a particular parking bay, or in bays marked with restrictions, such as University Owned Vehicles Only, and Loading Zone.
Permits issued under the Access Parking Scheme DO NOT authorise permit holders to park in marked disabled parking bays. RTA Mobility Parking Permits are required for authorisation to park in any marked disabled parking bay on campus.
The University will treat any application for a permit under the Access Parking Scheme that is found to be based on false information as a disciplinary issue, and may commence misconduct proceedings against any student or staff member who knowingly seeks to abuse the scheme.
Significant impediment to access
In determining whether a student or staff member has a medical condition that presents a significant impediment to access to the University, the Director of the University Health Service may have regard to the person's answers to the following questions:
- How does the person normally travel to the University?
- How will the person's access to the University be affected by the stated medical condition?
- How will the person's access to other daily activities be affected by the stated medical condition?
- Does the person have medical evidence to support the case being made?
The Director of the University Health Service may also have regard to such other information as is relevant and available.

| Renewals: Please note that the application form (details below) needs to be completed on a computer and that you will be required to provide documentation if employment circumstances and/or vehicle details have changed. First time applications and those electing to pay by EFTPOS (NB: no cash transactions) will be required to attend the Traffic Office in the Services Building. NOTE: Staff renewing permits who wish to pay by payroll deduction, complete the appropriate staff deduction section. The application must be completed and received before the Christmas close off. Salary deduction applications received after this date cannot be processed and will need to be paid in full by another method. Eligibility for a permit
Most permits are restricted to academic staff, specific administrative staff and post-graduate students. Part time academic positions and staff with less than 2 years service cannot park on Camperdown campus until after 3pm, Monday to Friday, unless they purchase a ticket from a pay & display machine.
Permits for specific areas of campus are processed after being authorised by delegated officers of organisations, such as the various foundations and unions on campus. Some permits for out of hours use (after 3pm) are available to all members of the University community.
Sydney College of the Arts Permits are ONLY for the Rozelle Campus and do not permit parking on any other campus.
Documentation you need for application
The Traffic Office will need to verify whether you are entitled to a particular permit and the appropriate fee to be charged.
To do this you will need to produce ONE of the following:
- A letter from an authorised department, foundation or union executive.
- A University payslip or Offer of Employment.
- A current year post-graduate student ID card and/or Confirmation of Enrolment letter.
As well as one of the above, the following documentation:
- Your driver's licence AND
- Registration papers or insurance papers.
This information is requested to verify ownership of the vehicle and an applicant's relevant usage of the vehicle.
This information is only sighted and copies are not held. Relevant privacy guidelines and legislation protect all information you provide. If the address or telephone number of the permit holder changes, the Traffic Office should be notified.
General permit conditions
Permits must only be used by the applicant, who retains responsibility for the permit and its proper use at all times. If a permit is being used by anyone other than the applicant, the Traffic Manager or his/her delegate may confiscate the permit.
Permits are valid until the end of the calendar year unless specifically marked otherwise. Payments are made for the full quarterly periods between application and year-end. If the permit is not required for the full year, it must be returned to the Traffic Office. Permit holders can apply for a pro rata refund (less admin fees) if the permit is returned prior to expiry.
Displaying permits
The permit MUST be affixed and/or displayed on the left or right lower corner of the front windscreen clear of window tint etc (so it is clearly visible from outside the vehicle). Floating permits must be displayed so as to be clearly visible on the front dashboard or window.
Renewing permits
Reminders are not sent and permits are not renewed automatically. A fresh application must be made prior to 31 December each year. Permits must be affixed to the vehicle before 1 January each new year. Vehicles bearing expired permits may receive an infringement notice.
Dual permits
While not recommended, these are available upon application (for an additional non-refundable fee) for a maximum of two nominated vehicles. The 'floater' laminated permit must be clearly and fully displayed on the front dashboard or windscreen of the vehicle that is on campus. If one or both of the nominated vehicles are changed, the permit must be brought to the Traffic Office for replacement. There is no further fee for dual permit replacement.
Lost, stolen or damaged permits
If the permit is damaged or lost (e.g. if the windscreen is shattered or the vehicle stolen) please state the details in writing, quoting the Police Event Number, and where possible salvage the old permit for return. If the permit is not returned a replacement cost may be charged.
Replacement vehicle
If it is necessary to bring an alternate vehicle onto campus, eg in the case of a vehicle service, breakdown etc, or if the vehicle is not replaced but the registration plates are amended, please contact the Traffic Office to make alternative permit arrangements before bringing the vehicle/s onto campus (or as soon as practicable). The Traffic Office will provide a gate code for entry to the University. If the vehicle is to be substituted for a number of days you may be required to collect a temporary permit. It is an offence to remove the permit from one vehicle and place it on another.
New car / Change of registration plates
If the vehicle is replaced, return your current permit to the Traffic Office together with documentation showing details of the new vehicle. A new permit will be issued. It is an offence to remove the permit from one vehicle and place it on another. If the old permit is not returned, a replacement cost may be charged.

Types of permits
Yellow permits
Allow parking on the Camperdown and Darlington campuses (including the Western Ave and Shepherd St. carparks; and the Telfer Building carpark ONLY by arrangement with the attendant, but excludes use of the Mallett St carpark).
Purple permits
Darlington campus at all times and Camperdown after 3pm and before 6am, Mon-Fri and anytime on weekends.
Blue permits
Allow up to three hours parking on the Camperdown and Darlington campuses for visitors, commercial representatives and permit holders from Cumberland campus.
Green permits
Allow free parking only in the specified area that is noted on the permit (e.g. union areas, SUWSA, Sports Union, Vet Science).
RTA Mobility Parking Scheme Permits (disabled parking permits) are recognised on campus as per the conditions on the permits. Authorized University of Sydney officers are entitled to demand proof that the permit is being used appropriately and can demand the surrender of illegally used permits. The RTA (based on officer's reports) then pursues prosecutions.
Permits DO NOT allow use of specific zones (such as University owned vehicles, disabled & loading zones or security vehicles only zones)

More than a single daily use of spaces according to signposted time limits (1P, 2P, 15 min). That is, a permit holder may only use one time limited space per day and cannot move from one time limited space to another.

University parking permits are purchased on the basis that they do not guarantee a parking bay. Parking availability is limited, not always available, is on a first come first served basis and subject to further conditions detailed elsewhere on this site.
Applications are accepted and processed on the basis that you have read and understood all conditions.

The introduction of the SEINS system and the pay & display machines have implications for the way in which vehicle-using visitors to the Camperdown and Darlington campuses are admitted and the conditions under which they are admitted. Accordingly, the Vice-Chancellor has approved the following policy: |
