Roof Access Procedure

Background Information
Falls from heights pose a significant risk of serious injury or death. The University of Sydney has a good track record in relation to roof safety, but this cannot be taken for granted. For the victims of falls, their families and the community, each injury is one too many.

In January 2007 WorkCover NSW investigated an incident relating to roof safety at the University. As a result, an improvement notice was issued. The improvement notice requires the University to develop and implement a more robust roof access procedure. The University has sought an extension of the deadline for compliance with the improvement notice so that there is adequate time to consult with the relevant stakeholders and develop an effective roof safety program. WorkCover NSW has approved the extension, provided that a Permit to Work System is implemented for Roof Access during the review period. Therefore, the roof access procedures that are currently being introduced will be refined over the coming six month period. It is envisaged that roofs, internal roof spaces, plant rooms and other non-habitable spaces will eventually be addressed under the umbrella of a single access permit system.

Scope
A Roof Access Permit is required to gain authorised access to any University roofs where the person doing the work could fall 2 metres or more. The permit system will apply to all employees, contractors, students and visitors.

Authorised Officer
For the purpose of this procedure, an “Authorised Officer” means a University employee with the relevant trade qualifications, industry experience and knowledge of the university’s roofs, who has been given the delegated authority to approve Roof Access Permits.
